Basic Qualifications:

Skills/Qualifiers:
This position entails the utilization of an extensive knowledge base within the Local Network Central Office environment specializing in the accurate detection, assessment and of equipment installation (and removal). The incumbent possesses a direct, hands-on knowledge of the Central Office Equipment Installation (COEIT) job title and functional expertise. Fluency in this role requires an expert-level aptitude pertinent to all central office-based technical publications (e.g., TP 77350, -351, -355, and -385), all applicable Architectures, Models, &amp; Configurations (AMC) documents and posted Installation Quality Bulletins. The optimal candidate is also well-versed with TP 77369 and has attained an astute propensity for locating, determining, assessing and objectively (without bias) reporting defective installation-related conditions and deficiencies. This position requires the competent use of a digital camera requiring the incumbent to embed digital bitmap (or jpeg) files within the context of the overall audit reporting structure to ensure thorough accuracy and to avoid the potential of audit appeal(s) by internal resources and external suppliers.

Prerequisites:
Between 3 to 5 years in the COEIT job title as a strong "practitioner" obtaining consistent final audit score averages within the 95% - 100% range. Job Description 


* Accountable for network element vendor management in the access, switch, transport and data networks.&lt;?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /&gt;

* Responsible for managing network element software release levels and standards

* Responsible for managing network element hardware release levels and standards

* Manage requests for information, quotes and proposals for network element needs.

* Manage up to 12 direct reports in multiple work locations.

* Manage network elements lifecycle to support CenturyLink networks and customers.

* Prepare and manage capital and network expense budgets to support network requirements.

* Manage and supervise staff by appraising performance, training, administering salaries, and communicating department objectives.

* Communicate requirements and define the application of materials in the network to obtain the best cost, and maintain professional working relationships with each vendor.

* Self-motivation and empowered to fulfill the aforementioned. Minimal supervision required from Vice-President.
Job Requirements 
Basic Qualifications:&lt;?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /&gt;

* Bachelor’s degree in Engineering or related field or the equivalent in training and experience.


* Minimum 7-9 years inside &amp; outside plant experience in telecommunications with in-depth knowledge of ISP/OSP equipment and designs or the equivalent in training and experience.


* Leadership and communications skills to direct and coach employees towards departmental goals.


* Incumbent must be self-motivated.


* Well-defined inter-personal skills with ability to positively interact with company personnel, as well as, external contacts.

* Comprehensive and knowledge of network topologies spanning the switching, access, and transport portions of the network.


* Working knowledge of regulatory rules on a national and state level.


* Perform analysis and comparisons of technical information.


* Working knowledge of and the ability to perform economic analysis including internal rate of return analysis, discounted payback period, net present value, profit index, buy-vs.-lease analysis, cost-benefit analysis, and breakeven analysis.


* Proficient in use of a personal computer and related software such as word processing, spreadsheets and databases.


* Excellent written and oral communication skills.

Preferred Qualifications:


* Working knowledge of the basic components of the network, encompassing the disciplines of switching, access and transport.
